THE OPPORTUNITY
North Metropolitan Health Service (NMHS) provides timely access to high-quality health care, embracing acknowledged best practice to deliver improved clinical outcomes in the face of rising challenges for all healthcare providers. The NMHS comprises a mix of tertiary, specialist, and generalist hospitals. Our north metropolitan catchment area covers almost 1000 square kilometres. Our population represents about 28 per cent of Western Australia’s total and is projected to grow to more than 0.9 million by 2031.
We are seeking an outstanding operational and clinical leader for the role of Executive Director Sir Charles Gairdner Osborne Park Health Care Group (SCGOPHCG) at North Metropolitan Health Service (NMHS).
As Executive Director, Sir Charles Gairdner Osborne Park Health Care Group, you will lead strategic planning, organisational transformation and operational performance across Sir Charles Gairdner and Osborne Park hospitals, ensuring the delivery of sustainable, high-quality healthcare outcomes for patients, staff and the community.
THE ROLE
In this role, you will:
- Lead one of Western Australia’s largest tertiary hospital groups, with overall accountability for clinical services, operational performance, financial sustainability, and organisational outcomes across Sir Charles Gairdner and Osborne Park hospitals.
- Provide strategic and operational leadership to multidisciplinary clinical and corporate teams, ensuring the delivery of safe, high-quality, patient-centred care and continuous service improvement.
- Drive the planning, implementation, and evaluation of healthcare services, ensuring performance targets, quality standards, and financial objectives are achieved within an activity-based funding environment.
- Lead organisational transformation, innovation, teaching, training, and research initiatives that strengthen clinical excellence and support the future sustainability of health services.
- Build and maintain strong partnerships with clinicians, executive leaders, government agencies, universities, professional bodies, and community stakeholders to support coordinated and integrated healthcare delivery.
- Provide expert advice and recommendations to the Chief Executive and North Metropolitan Health Service Executive on operational performance, clinical priorities, service planning, risk management, and future healthcare strategy.
APPLICANT REQUIREMENTS
To be successful in this role, you will demonstrate:
- Extensive senior executive experience leading large and complex hospitals or acute health services, with accountability for clinical operations, service delivery, workforce performance, and organisational outcomes.
- A demonstrated track record of driving strategic reform, service improvement, and organisational change within complex healthcare environments, delivering measurable improvements in quality, safety, efficiency, and patient outcomes.
- Proven capability in managing significant budgets and resources within an activity-based funding environment, ensuring strong financial performance, operational excellence, and achievement of key performance targets.
- Highly developed stakeholder engagement and influencing skills, with experience building productive relationships across executive teams, clinicians, universities, government agencies, professional bodies, and community partners.
- Strong expertise in clinical governance, teaching, training, research, and workforce development, together with the integrity, judgement, and leadership required to uphold the highest standards of safety, quality, and public sector accountability.
If a Medical Practitioner: eligibility for registration as a Medical Practitioner in Western Australia with relevant specialist medical qualifications or recognised equivalent.

Sir Charles Gairdner Hospital (SCGH)
Sir Charles Gairdner Hospital (SCGH) is one of Australia's leading teaching tertiary hospitals. It has more than 600 beds and employs about 5500 staff who treat more than 500,000 patients each year.
SCGH was opened in 1958 and named in honour of Sir Charles Gairdner, governor of Western Australia 1951-63. It is located at the Queen Elizabeth II Medical Centre, four kilometres from Perth city centre.
SCGH provides a comprehensive range of clinical services including trauma, emergency and critical care, orthopaedics, general medicine, general surgery and cardiac care. It is home to WA's only comprehensive cancer centre and is the State's principal hospital for neurosurgery and liver transplants.
SCGH was ranked among the worlds’ best hospitals list 2019 and is fully accredited by the Australian Council on Healthcare Standards.
SCGH has an international reputation for ground-breaking medical research. For example, it was home to now-retired Nobel Laureate Professor Barry Marshall and proudly continues his work. Professor Marshall was awarded the Nobel Prize for Medicine in 2005 for his ground-breaking work demonstrating that stomach ulcers are caused by bacteria and not stress.
Osborne Park Hospital (OPH)
Osborne Park Hospital (OPH) is a 205-bed general hospital providing a broad range of inpatient, outpatient, rehabilitation, surgical and specialist services to the community. As part of the Sir Charles Gairdner Osborne Park Health Care Group, OPH is undergoing a significant transformation through the expansion of women’s and newborn services, enhancing its role as a key provider of contemporary healthcare for Western Australians.

Role Specification
As Executive Director, Sir Charles Gairdner Osborne Park Health Care Group, you will lead strategic planning, organisational transformation and operational performance across Sir Charles Gairdner and Osborne Park hospitals, ensuring the delivery of sustainable, high-quality healthcare outcomes for patients, staff and the community
Responsible for the delivery of high-quality healthcare for the Sir Charles Gairdner Osborne Park Health Care Group (SCGOPHCG) within the scope of planned activity, the delivery of financial and operational performance and ensuring the highest standards of integrity, probity and governance.
Work collaboratively as a member of the North Executive Team to achieve delivery of a high-quality, efficient and effective health service to the population, the development and application of systems to manage clinical and other risks, the achievement of financial performance and service delivery objectives, the maintenance and development of teaching, training and research activities and the effective coordination of health services at an area level.
1. Strategic Leadership and Accountability
- Provide strategic leadership and operational accountability for the delivery of safe, high-quality hospital and acute health services, ensuring performance, service planning, resource management, financial sustainability, compliance and continuous improvement across SCGOPHCG.
- As a member of the NMHS Executive Team, contribute to whole-of-health decision-making, lead organisational and cultural change, and ensure the achievement of health service objectives through effective governance, policy implementation and performance oversight.
2. Communication and Consultation
- Build and maintain effective relationships with internal and external stakeholders, providing strategic advice, reporting and recommendations to support decision-making, service delivery and organisational priorities.
- Lead consultation, communication and problem-solving forums to support the development and implementation of strategic and operational plans, policies and initiatives.
3. Operational
- Lead and oversee all clinical services within SCGOPHCG, ensuring the delivery of safe, high-quality and integrated patient care, achievement of service, quality and performance targets, and effective coordination with health service providers.
- Ensure the effective operation of teaching, training and research activities, while driving clinical, operational and financial performance in line with NMHS objectives.
