THE OPPORTUNITY
North Metropolitan Health Service (NMHS) provides timely access to high-quality health care, embracing acknowledged best practice to deliver improved clinical outcomes in the face of rising challenges for all healthcare providers. The NMHS comprises a mix of tertiary, specialist, and generalist hospitals. Our north metropolitan catchment area covers almost 1000 square kilometres. Our population represents about 28 per cent of Western Australia’s total and is projected to grow to more than 0.9 million by 2031.
We are seeking an outstanding clinical leader for the role of Executive Director Medical Services at North Metropolitan Health Service (NMHS).
This is a unique opportunity to shape the future of medical services across NMHS.
As Executive Director Medical Services, you will lead the design and commissioning of a new organisation-wide structure and service model for medical services across the NMHS.
THE ROLE
In this role, you will:
- Lead the development and implementation of a contemporary, organisation‑wide medical services model, integrating services across multiple sites.
- Provide NMHS‑wide clinical leadership and professional stewardship for medical practice, standards and performance.
- Lead innovation in models of care, including digital health and new service delivery approaches.
- Provide strong, visible leadership to multidisciplinary clinical and operational teams to support safe, high-quality care.
- Partner with key stakeholders, including the clinical leaders, the Chief Medical Officer, and government and non-government agencies to support coordinated, high-quality care.
- Provide expert strategic advice to the Chief Executive and NMHS Board on medical services, workforce and clinical priorities.
APPLICANT REQUIREMENTS
To be successful in this role, you will demonstrate:
- Extensive executive leadership experience in medical services, clinical governance, and medical workforce strategy within a large and complex health service.
- A proven ability to lead organisation-wide reform, service redesign and change management initiatives that improve patient, workforce, and organisational outcomes.
- Experience influencing and engaging senior clinicians, executive leaders, boards, universities, colleges, and government stakeholders.
- A strong track record in fostering clinical excellence through workforce development, education, research, and innovation.
- Eligibility for registration as a Medical Practitioner in Australia and a relevant specialist fellowship (RACMA or equivalent highly regarded), together with the integrity and judgement expected of a senior executive leader.

Role Specification
The Executive Director Medical Services (EDMS) is the Principal Medical Officer for the North Metropolitan Health Service (NMHS).
Provides NMHS-wide professional stewardship and strategic leadership for medical services, including clinical governance, standards of medical practice, workforce sustainability, education, training and research.
Provides expert advice to the Chief Executive, NMHS Executive and the NMHS Board in relation to the delivery of medical services across NMHS.
Develops, enables, and supports a medical culture aligned to NMHS values that promotes clinical excellence through education, professional development, research, and evidence-based practice.
Champions the adoption of digital health technologies and innovative models of care to improve patient care outcomes.
1. Strategic Leadership and Accountability
- Provide strategic leadership and executive oversight of medical services, workforce, education, research governance and clinical standards, ensuring alignment with organisational objectives, regulatory requirements and emerging healthcare priorities.
- Advise the Chief Executive, Board and executive leaders on clinical and workforce matters, while leading medical workforce strategy, research and innovation, digital transformation, risk management and organisational change initiatives across NMHS.
2. Communication, Consultation and Engagement
- Build and maintain influential relationships with clinicians, executives, regulators, academic institutions, professional bodies and community partners to advance NMHS strategic priorities and medical excellence.
- Lead medical workforce engagement, collaboration and representation across NMHS and external forums, promoting integrated clinical governance, service reform, innovation and high professional standards.
3. Role Specific Responsibilities
- Provide organisation-wide clinical leadership for medical practice, workforce standards, credentialing, scope of practice and clinical governance, ensuring safe, high-quality and accountable care.
- Lead clinical service planning, medical workforce transformation, teaching and research excellence, while overseeing governance, accreditation, ethics and medico-legal compliance requirements.
