THE OPPORTUNITY
North Metropolitan Health Service (NMHS) provides timely access to high-quality health care, embracing acknowledged best practice to deliver improved clinical outcomes in the face of rising challenges for all healthcare providers. The NMHS comprises a mix of tertiary, specialist, and generalist hospitals. Our north metropolitan catchment area covers almost 1000 square kilometres. Our population represents about 28 per cent of Western Australia’s total and is projected to grow to more than 0.9 million by 2031.
We are seeking a passionate and committed leader for the role of Chief Financial Officer at the North Metropolitan Health Service (NMHS).

As Chief Financial Officer, you will play a critical role in shaping strategic decisions, leading financial reform and embedding financial stewardship across one of Western Australia’s largest health services.
THE ROLE
As a member of the NMHS Executive, reporting to the Chief Executive, you will operate at the centre of executive decision‑making, integrating financial, workforce and service considerations to support high‑quality patient care and system sustainability.
In this role, you will:
- Lead the design and delivery of financial strategy, reform and performance improvement across NMHS.
- Translate financial strategy into practical, measurable outcomes across clinical and corporate services.
- Lead and develop multidisciplinary finance teams, ensuring alignment between financial strategy and operational delivery.
- Oversee enterprise financial performance, forecasting and risk management in a complex and evolving environment.
- Partner with clinical and corporate leaders, and external stakeholders including the Department of Health, to support financial performance and service delivery outcomes.
- Influence decision‑making at Executive and Board level through forward‑looking financial insight.
- Drive organisation‑wide cultural change linked to financial accountability and performance.

To be successful in this role, you will demonstrate:
- Significant executive leadership experience in financial strategy, performance and reform within a large, complex organisation.
- A proven track record leading financial sustainability initiatives, budget management and organisational performance improvement.
- The ability to influence executive, board and operational decision-making through strategic financial advice and stakeholder engagement.
- Experience leading high-performing multidisciplinary teams and driving a culture of accountability, continuous improvement and change.
- Relevant professional qualifications (CPA, CA or equivalent) together with the integrity, judgement and professionalism required of a senior executive leader.

Role Specification
Leads the development and implementation of financial strategies, initiatives and systems to support the North Metropolitan Health Service (NMHS) in achieving its service delivery objectives within allocated resources.
Provides strategic leadership and direction for financial sustainability and reform, budgeting, revenue enhancement, forecasting, accounting, financial reporting and risk management, planning and analysis.
Monitors, evaluates and advises on financial performance across NMHS clinical and corporate areas to ensure accountability for allocated budgets and the identification and management of financial risk.
Provides executive leadership, assurance and high-level strategic advice to the Chief Executive and NMHS site/service executive teams for functions within portfolio.
Undertakes the function of Chief Financial Officer for the NMHS.
1. Strategic Leadership and Accountability
- Provide strategic leadership across financial sustainability, budgeting, forecasting, revenue optimisation, financial governance, risk management, reporting and business planning to support NMHS objectives.
- As a member of the North Executive Team, contribute to whole-of-health decision-making, provide high-level advice and assurance to key stakeholders, and lead organisational performance, capability and cultural transformation across the portfolio.
2. Communication and Consultation
- Build strong relationships with executive leaders and stakeholders to drive financial performance, expenditure management, revenue growth and the successful delivery of strategic priorities.
- Lead consultation, communication and problem-solving forums, providing the Chief Executive and stakeholders with timely advice, reporting and recommendations on portfolio performance and initiatives.
3. Specific Position and/or Operational Responsibilities
- Fulfil the statutory responsibilities of Chief Financial Officer, leading financial strategy, governance, budgeting, financial performance, resource allocation and risk management to achieve NMHS service and financial objectives.
- Oversee organisation-wide financial stewardship, Activity Based Funding performance, governance frameworks and operational accountability, ensuring compliance, informed decision-making and delivery of agreed performance outcomes.
