THE OPPORTUNITY
An exceptional opportunity has emerged for a dynamic and experienced leader to take on the newly established role of Executive Officer, Joint Parliamentary Services at the Parliament of South Australia. Reporting directly to the Joint Parliamentary Service Committee (JPSC), this is a rare chance to play a pivotal role in managing and enhancing the operational efficiency of the Joint Parliamentary Services and supporting parliamentary stakeholders.
THE ROLE
The Executive Officer will provide high-level strategic, operational, and financial leadership, ensuring the delivery of efficient, customer-focused services across Parliament. The Executive Officer will drive strategic reforms and lead organisational change across the Joint Parliamentary Services, which include key areas such as the Library, Hansard, Catering, Information Technology, People and Culture, Finance and Building Services. Overseeing a dedicated team, this role ensures effective governance, financial management, and a culture of continuous improvement. Collaborating closely with Presiding Officers, Members of Parliament, the Clerks of both Houses, and senior stakeholders, the Executive Officer will deliver exceptional service outcomes while championing workplace equality and innovation.

The ideal candidate will be an accomplished leader with proven experience in managing complex organisational operations and implementing strategic reforms including establishing systems of work. Tertiary qualifications in business, management, or related fields are essential. The candidate will possess exceptional interpersonal skills, a track record of fostering workplace equality and respect, and the ability to navigate politically sensitive environments with discretion and professionalism. JOINT PARLIMENTARY SERVICES
The Joint Parliamentary Service Committee is an Administrative Committee , established under the Parliament (Joint Services) Act 1985. It consists of members of both Houses and is the employer of staff who manage the services, building and precincts of the Parliament. It is appointed at the first sitting after each general election and continues for the life of that Parliament. It is chaired in alternate years by the Presiding Officers of each House.
The Joint Parliamentary Service (JPS) is a part of the Parliament of South Australia that manages the Parliament's joint services, building, and precinct. The JPS is made up of personnel in the following areas: Hansard, Finance, Library, Building Services, People and Culture, Catering, and the Parliamentary Network Support Group (PNSG).
The JPSC comprises members from both Houses of Parliament:
- The President of the Legislative Council (Chair JPSC meetings in alternate years).
- The Speaker of the House of Assembly (Chair JPSC meetings in alternate years).
- Two members from the Legislative Council, appointed by the Council—one from the government group and one from the opposition.
- Two members from the House of Assembly, appointed by the Assembly—one from the government group and one from the opposition.
The Committee's duties include:
- Overseeing joint parliamentary services such as reporting, library, catering, and other shared divisions.
- Managing the control and maintenance of certain parts of the parliamentary premises, including dining, refreshment, and recreation areas, but excluding the Houses and Chambers.
- Providing meals, refreshments, and other services for members, officers, and visitors to Parliament House.
The JPSC ensures that the Parliament's infrastructure and services operate smoothly, supporting the legislative process and maintaining the functionality of parliamentary operations.
Role Specification
The Executive Officer, reporting to the JPSC, is responsible for the strategic, operational, and financial management of the Joint Parliamentary Service and its workforce.
The Executive Officer’s responsibilities include providing services to a diverse customer group, encompassing the two Houses of Parliament and Joint Parliamentary Services and, where applicable, the broader Parliamentary community including Members of Parliament, Senior Management and Parliamentary Officers.
- Lead reforms, achieve organisational change and improve the effectiveness of joint service delivery.
- Establish effective liaison with Members of Parliament ensuring their needs are met.
- Direct the development of and provide governance for all parliamentary wide policies in conjunction with the Clerk of the Legislative Council and Clerk of the House of Assembly.
- Monitor and manage performance of section heads within Joint Parliamentary Services.
- Lead and promote behaviours and practices throughout the Parliament that engender workplace equality and respect in collaboration with the Clerks of the respective Houses.
The primary purpose of this position is to lead and manage the operations of the Joint Parliamentary Services (JPS) while ensuring policy direction across the Parliamentary workplace. In addition to the JPS, this role is responsible for providing secretarial services to the JPSC and is a member of the Management Advisory Committee, consisting of the Clerk of the Legislative Council and the Clerk of the House of Assembly. This includes but not limited to:
- Implement strategic and customer focused policies, strategies, and services relative to the functional areas of accountability, including financial management, procurement and contract management, risk and audit, information technology, human resource management, and services to parliamentarians.
- Provide expertise and leadership to ensure the efficient and effective delivery of strategy and business services to the Parliament of South Australia.
- Provide strategic leadership and lead a culture that identifies opportunities for improving service delivery by fostering an environment of continuous improvement and increased capability that ensures the success of delivery of corporate services.
- Provide high level strategic and targeted advice as a member of the Management Advisory Committee to ensure that the Joint Parliamentary Service delivers value and quality services as well as high level, timely advice to the JPSC, and other senior officers as required.
- Manage strategic and politically sensitive issues and identify unresolved and/or emerging issues in areas of responsibility.
- Represent the Parliament of South Australia on various boards, committees and working parties as required.
- Lead the efficient and effective operational and organisational management of a dedicated team by ensuring an ethical, safe, and healthy work environment, free from discrimination is provided for all employees.
- Develop a strong culture of innovation across Joint Parliamentary Service.
- Manage change and continually improve business structures, resource management and operational activities to best respond to a changing business environment.

Essential qualifications the incumbent must have is Tertiary qualifications in either business, legal studies, accounting, finance, economics, management, or other relevant tertiary qualifications.

- Financial delegation: Up to $750,000 contract and/or payment for any item of ordinary expenditure (not including capital expenditure).
- Annual budget: $21 million for the 2025/26 financial year.
Classification: SAES Level 1
Total remuneration package from $153,974 to $235,343 per annum (including superannuation).

Classification: Equivalent to SAES Level 1
The appointment is made pursuant to the Parliament (Joint Services) Act 1985 (SA) and, while the provisions of the Public Sector Act 2009 (SA) do not apply to this position, Public Sector conditions apply, and entitlements are transferable.
