Executive Summary
- An experienced Chair is sought for the Performance and Risk Committee of the Department for Child Protection
The Department for Child Protection (DCP) was formed in November 2016 and works in partnership with families, government and non-government organisations, carers and the community to care for and protect vulnerable children and young people by addressing harm and keeping them safe.
The Performance and Risk Committee is responsible for providing independent advice to the Chief Executive and the Senior Executive Group on the department’s risk, control and compliance framework, clinical governance and its external accountability responsibilities. The Committee will provide advice regarding agency performance, strategy, operations, financial management, people and culture, compliance and accountability, customer complaints, service delivery, to the extent that they pertain to sound corporate governance and take risk into account in determining priorities.
The independent Chair will be responsible for communicating matters arising and specific issues of which the Chief Executive of the DCP should be aware. The Chair should also ensure that senior management are informed of relevant issues from the Performance and Risk Committee.
Experience in risk management and audit functions and committees, with a particular understanding of good governance arrangements in the public sector, is considered to be essential.
Remuneration is currently $5000 per Quarter

The Department for Child Protection
The Department for Child Protection (DCP) was formed in November 2016 in response to recommendations from the Child Protection Systems Royal Commission, led by the Honourable Margaret Nyland AM.
The department works in partnership with families, government and non-government organisations, carers and the community to care for and protect vulnerable children and young people by addressing harm and keeping them safe.
Where children and young people cannot stay safely in the family home DCP will find a place for them to live, preferably with members of their family and kinship networks, or with foster carers.
DCP aims to give young South Australians in the care of the Department every opportunity to reach their full potential. DCP values children and young people's voices and considers their views.
Responsibilities
The department administers the following legislation:
- Children and Young People (Safety) Act 2017(external site)
- Children and Young People (Safety) Regulations 2017(external site)
- Family and Community Services Act 1972(external site).
DCP uses a child centred, trauma-informed practice approach that focuses on cultural safety, strengthening families, supporting carers, and working in partnership to meet children and young people’s need for safety.
The Department is responsible for:
- responding to concerns about children and young people who have experienced harm or are at risk of harm
- placing children and young people in care when they are unable to live safely with their families
- providing case management and support for children and young people under the custody or guardianship of the Chief Executive
- supporting the reunification of children and young people with their families where it is safe to do so
- managing the adoption process
- supporting children and young people from a refugee background through the Commonwealth Guardianship team.

Role Specification
The Chair, Performance and Risk Committee will demonstrate skill and knowledge in the following:
The Risk and Performance Committee (the Committee) is responsible to provide independent advice and assurance to the Chief Executive on the department's risk, control and performance, in line with its scope.
The Committee is there to support the Chief Executive to identify, prevent and respond to real and potential risks and performance issues, and to support the department to meet its compliance requirements.
The Chair of the Committee is appointed by the Chief Executive to lead the Committee in its role and function, consistent with its Terms of Reference, and is responsible for the effective management of the Committee to ensure that it is fulfils its responsibilities, is properly organised and operates efficiently.
1. establish processes to govern the Committee's work and ensure the Committee fully discharges its role and function as detailed in the Terms of Reference;
2. ensure that there is an effective relationship between management and the Committee members;
3. in consultation with the Chief Executive and/or the Director Office of the Chief Executive, determine the frequency, dates and locations of meetings of the Committee;
4. report to the Chief Executive and the Senior Executive Group (SEG) on any decisions or recommendations made by the Committee (which require Executive action);
5. ensure the proper flow of information to and from the Committee;
6. chair the Committee meetings and encourage free and open discussion at the meetings;
7. prepare the Committee meeting agendas to ensure all required business is brought before the Committee to enable it to efficiently carry out its duties and responsibilities;
8. in consultation with the Chief Executive and the Chief Finance Officer, ensure that all items requiring the Committee's approval are tabled;
9. review the annual assessment of the Committee and its performance and take the measures to correct the weaknesses underlined by the assessment.

Remuneration: $5,000 per quarter
