THE OPPORTUNITY
The role of the Medical Director Orthopaedic Service Redcliffe and Caboolture Hospitals at Metro North Health Service represents a significant leadership position, offering a unique opportunity to influence patient care and outcomes. This role requires a dynamic individual who can balance clinical expertise with managerial responsibilities, ensuring the delivery of patient-focused care that aligns with the hospital's commitment to clinical excellence, innovation, and education.
THE ROLE
This new Director position will be pivotal in fostering collaborative relationships with stakeholders and leading a team dedicated to providing high-quality, cost-effective services across two campuses. This role encompasses leadership in Orthopaedics in the established centre of Redcliffe Hospital, and implementation of a new and complementary greenfield service at Caboolture Hospital. The Medical Director will be instrumental in working with the team to drive quality improvement initiatives, advancing research, teaching, and optimising patient access to care. This position not only demands a strong clinical background but also a visionary approach to healthcare delivery and change management, embodying the values of Metro North Health Service and championing a culture of safety and excellence.
The Department of Orthopaedics is staffed by a total of 8.15 FTE Staff Specialist Orthopaedic Surgeons and VMOs, and presently numbers 11 Orthopaedic Surgeons (including full and part time). The department has a close relationship with Surgical, Treatment and Rehabilitation Service (STARS) and some staff are appointed to clinical roles at both sites.

This successful applicant will carry out the following Key Accountabilities in accordance with the Metro North values and the corresponding Lominger™ competencies as detailed in 1. Selection Criteria
Clinical Directors of Departments are expected to demonstrate leadership qualities and have a significant role in managing and planning within their service lines and departments, and to provide a leadership role model for other staff.
Responsibilities - Redcliffe
- Provide professional leadership of the Orthopaedic Department at Redcliffe Hospital.
- Along with the Deputy Directors of Orthopaedics, review and refine current services at Redcliffe Hospital to align with Caboolture requirements and develop new models of care required for the Redcliffe Hospital Expansion project.
- Work strategically with other medical professionals, allied health and other professional groups to deliver multidisciplinary care for relevant patient cohorts.
- Support and foster innovation and development of contemporary models of care.
- Collaborate with surgical leadership at STARS to optimise flow of medical workforce and patients.
- Take a lead role in managing medical workforce within the Orthopaedic department including recruitment, leave management and rostering.
- Manage clinical governance and patient safety with the Orthopaedic Departments, ensuring that incidents, complaints and patient safety activities are actioned and that learning from previous incidents is shared widely.
- Undertake annual performance review, personal development planning and job planning for your Senior Medical Team.
- Work collaboratively with the Medical Director Surgical Service Line to manage resources and budget for your clinical area.
- Promote a research-driven culture and actively support research and education initiatives and promote these across all disciplines. Specifically foster the translation of evidence-based research data and recommendations to support decision making and workforce capacity building.
- Be a champion for change, addressing natural resistance in a constructive manner.
- Promote an education culture through active performance assessment and development practices through all departments for SMO's and RMO's including continuing professional development (CPD).
- Ensure that requirements for orthopaedic registrar training accreditation are monitored, supported and actioned as required.
- Work collaboratively with Facility, Stream leadership and peer Service Lines across the Hospital and Health Service to ensure harmonious and collaborative processes to ensure seamless patient care.
- Represent the Orthopaedic department at relevant meetings or delegate appropriately to ensure engaged and collaborative orthopaedic department participation.
Responsibilities - Caboolture
- Work closely with the Executive team and Service Line Directors at Redcliffe and Caboolture Hospitals to provide strategic leadership for the design and implementation of a new Orthopaedic service at Caboolture Hospital
- Work collaboratively with the Caboolture Orthopaedic project implementation officer to deliver an effective, patient centred, contemporary orthopaedic service at Caboolture Hospital
- Provide professional Leadership at Caboolture Hospital in respect of clinical care, workforce management, financial considerations and Safety & Quality commensurate with the phase of implementation of the new department.
- Ongoing General and/or a relevant Specialist registration with the Australian Health Practitioner Regulation Agency as a Medical Practitioner which is supported by
- A medical degree from a registered tertiary institution acceptable by AHPRA for registration in Australia.
- Fellowship or membership of the appropriate College or Association within Australia as recognised by the Australian Medical Council (AMC) for the maintenance of Specialist Registration.
- All such Qualifications should be submitted to AHPRA for inclusion on their website in which case, this will provide evidence of qualification. Copies of the required information must also be provided in sufficient time to enable the awarding of Scope of Clinical Practice (SoCP) prior to the commencement date.
- The successful applicant must hold and maintain appropriate Scope of Clinical Practice (SoCP) relevant to the role, awarded by a Metro North Health Credentialing and SoCP delegate.
- Information presented for this application may be presented to the Credentialing and SoCP Committee.
- All appointments are subject to maintenance of SoCP.
- SoCP is further limited by the Clinical Services Capability Framework (CSCF) for the facilities in which clinical work is to be undertaken.
- This process must be completed prior to commencement.

- This role reports directly to the Medical Director Surgical Service Line, Redcliffe Hospital for compliance with hospital policy and procedures, for general behaviour and standards, practice and care as per the organisational chart in the role description.
- This role has professional reporting lines to both the Director Medical Services, Redcliffe Hospital and the Director Medical Services, Caboolture Hospital.
- This role will work directly with affiliated professions/positions across RedH/CabH that do not report to this role e.g. nursing/allied health/finance.
- The role has direct financial and human resource delegations in accordance with Metro North Health Financial Sub-Delegations Manual and Human Resource Sub-Delegations Manual.

Service Locations: Redcliffe and Caboolture
Classification: Senior Medical Officer (SMO) Level L25-L27 or L18-L24.
After Hours and On-Call Requirements
The Department of Orthopaedics has an on-call roster with a recall requirement of 60 minutes and all Senior Doctors are expected to contribute to the roster which is developed by the Clinical Director or delegate. This roster may include the requirement to contribute to on call and after-hours work. This may include management of patients referred from other facilities as required.
If requested, on-site accommodation may be provided for call. As per Policy C51 an additional fifth week’s leave (above the standard 4 weeks) is provided in compensation for being available on public holidays.
Rosters
The medical officer will perform the duties in accordance with working arrangements set out in the medical officer's work roster as agreed from time to time with the Medical Director in accordance with operational requirements - as outlined in appropriate Award and Certified Agreement provisions.
It is a requirement that the medical officer will fairly and equitably take part in rosters over holiday periods to ensure adequate clinical care is provided to patients as agreed with the Medical Director Surgical Service Line.
Vaccine Preventable Diseases (VPD) Requirements (Health Employment Directive No. 01/16)
It is a condition of employment for this role for the employee to be, and remain, vaccinated against the following vaccine preventable diseases during their employment:
- Measles
- Mumps
- Rubella
- Varicella (chicken pox)
- Pertussis (whooping cough)
- Hepatitis B
Further vaccinations may be required due to particular risks for a role; examples include:
- Hepatitis A – Workers in regular contact with untreated sewerage
- Q Fever – Research or Laboratory staff regularly handling specimens
All new employees who will be working in clinical areas must be assessed for their risk of tuberculosis and screening undertaken if required.
Declaration of outside practice: Given the extensive nature of the duties for this position, it is incumbent on the Service to understand exactly what other duties you may have. As such, notification of all other medical officer engagements is required, whether as an employee, contractor or business owner, including nature of engagement, location, working times and duration.
Disclosure of Serious Disciplinary History: Under the Public Sector Act 2022, applicants are required to disclose any previous serious disciplinary action taken against them.

Redcliffe Hospital
Located in the heart of the Redcliffe Peninsula, around 28 kilometres north of the Brisbane CBD, Redcliffe Hospital is one of the five hospitals of the Metro North Hospital and Health Service.
Established in 1965, the hospital has a proud tradition of caring for its community. Today, the hospital continues that tradition as it delivers healthcare to a rapidly growing part of South East Queensland.
Redcliffe Hospital is a 250-bed regional hospital spread across a campus which now includes the Moreton Bay Integrated Care Centre (MBICC). In serving our community, the hospital provides healthcare services including medical, surgical, orthopaedic, cancer care, renal dialysis, maternity, neonatal, rehabilitation, older persons care, palliative care, paediatrics, and emergency care.
Redcliffe Orthopaedic Department
The Department of Orthopaedics is staffed by a total of 8.15 FTE Staff Specialist Orthopaedic Surgeons and VMOs, and presently numbers 11 Orthopaedic Surgeons (including full and part time).
The junior staff includes:
- Two training Registrars
- Nine non-accredited PHOs
- Eight RMOs
Orthopaedic Services provided include:
- General Orthopaedics
- Arthroplasty and lower limb
- Hand and shoulder surgery
- Paediatric orthopaedic surgery
- Trauma and fracture surgery
The department has a close relationship with Surgical, Treatment and Rehabilitation Service (STARS) and some staff are appointed to clinical roles at both sites.
Caboolture Hospital
Caboolture Hospital has undergone a major expansion, with the opening of a new multi-storey car park in October 2023 and the new clinical services building in November 2023.
In 2024 a significant refurbishment program will be delivered to enhance and modernise target spaces within the existing hospital. The refurbishment program commenced in early 2024 and is expected to finish in early 2025.
This exciting redevelopment project, inclusive of the proposed Caboolture Orthopaedics Department, will make sure Caboolture Hospital continues to meet the health needs of the local community as the population grows over the coming years.
