The Opportunity
The Women’s and Children’s Health Network (WCHN) is South Australia’s principal provider of specialist women’s, babies’, children’s and young people’s health services, delivering care across acute, sub‑acute, community and statewide services. WCHN plays a critical leadership role within the health system and is entering a period of significant reform and opportunity as it prepares for major shifts in care delivery, digital enablement and the future Women’s and Children’s Hospital.
Reporting directly to the Chief Executive Officer, the Executive Director, Strategy, Transformation and Partnerships is a key member of the Executive Leadership Team, responsible for shaping enterprise strategy, leading complex organisation‑wide transformation and cultivating partnerships that enable innovation, investment and sustainable performance.
Based in Adelaide, the role offers a rare opportunity to work within a stable and aligned executive team, influence system‑level reform and position WCHN to respond proactively to evolving funding and service delivery environments. The Role
The Executive Director, Strategy, Transformation and Partnerships provides enterprise leadership to set the strategic direction of Women’s and Children’s Health Network and deliver large scale transformation that improves outcomes for women, children and young people. Partnering closely with the CEO and Executive Team, the role translates strategy into executable change, builds organisational capability in transformation and translational research, and strengthens high value partnerships across government, health, research, industry and community. It leads multi-year change, service redesign and innovation programs, embedding benefits realisation and performance disciplines, while shaping the narrative and engagement required to bring the organisation through change, with a clear focus on integration, reform and sustainable value.
Key elements of the role include:
- Leading the development, articulation and delivery of WCHN’s enterprise strategy, ensuring alignment with government priorities, funding frameworks and long‑term service sustainability.
- Designing and driving major transformation initiatives, including service redesign, operating model change, digital enablement and performance improvement programs.
- Building compelling business cases and investment propositions to secure funding for new initiatives that prepare WCHN for market and system shifts, including technology and digitally enabled care.
- Establishing clear transformation roadmaps, success measures and governance to ensure change is sequenced, achievable and delivers tangible outcomes.

The Candidate

ADMINISTRATIVE STRUCTURE
The Women's and Children's Health Network is one of 10 publicly funded South Australian Local Health Networks delivering hospital and community-based services.
The WCHN is led and managed by the Chief Executive Officer, Rebecca Graham, who reports to the WCHN Governing Board. The Governing Board is responsible and accountable to the Minister for Health and Wellbeing.
WCHN's Executive structure includes both strategic and clinical leadership positions, and has been designed to ensure that the WCHN is able to successfully respond to the objectives of the Government's health agenda.

Role Specification
The Executive Director, Strategy, Transformation and Partnerships provides enterprise leadership to ensure the co-design and delivery of the Women’s and Children’s Health Network (WCHN) strategic direction, future models of care and leads complex, system‑wide transformation. The role partners with the CEO and the Senior Executive Leadership Team to translate strategic intent into coordinated, enterprise‑wide change, embedding disciplined change management, benefits realisation and performance frameworks across the organisation.
The Executive Director, Strategy, Transformation and Partnerships is accountable for:
- Ensuring that future service delivery models are co-designed across the organisation, including integrated, digitally enabled and community‑based service models aligned to statewide reform and the new Women’s and Children’s Hospital.
- Leading enterprise transformation programs in partnership with the Senior Executive Leadership team, that reshape services and care pathways to deliver sustainable system value.
- Embedding contemporary change management methodologies and capability across WCHN to ensure adoption, behavioural change, and realised benefits.
- Aligning and sequencing enterprise priorities and major initiatives to avoid duplication, manage interdependencies, and maximise organisational impact.

The Executive Director, Strategy, Transformation and Partnerships enables interdisciplinary teams with a drive for innovation and research, ensuring strict adherence to regulatory and ethical standards. The Executive Director, Strategy, Transformation and Partnerships will lead healthcare innovation across the organisation with an integrated management approach, working closely with the Senior Executive Leadership Team to identify opportunities. The role also supports the new Women’s and Children’s Hospital, elevating the current state with the necessary future state of care delivery.
Key responsibilities of the Executive Director, Transformation and Partnerships include providing strategic advice to the Senior Executive Leadership Team on aligning strategic priorities and change initiatives with health sector goals through rigorous analysis, risk assessments, and strategic recommendations. Establishing and fostering solid relationships with key stakeholders, including government agencies, healthcare providers, and community organisations (including Aboriginal Community Controlled Organisations) is central to the role. The Executive Director, Strategy, Transformation and Partnerships leverages these partnerships to enhance collaboration and co-design, resource mobilisation and advocacy efforts, promoting health equity, accessibility, and public trust in governmental health services.
Strategic Advice and Support
Provide strategic guidance on organisational direction, long-term planning, and alignment with WCHN's mission and vision:
- Lead the development of, and articulate strategic objectives and initiatives that support the mission and vision of WCHN, ensuring alignment with broader healthcare goals.
- Collaborate with senior leadership to define organisational strategies that enhance healthcare service delivery, patient outcomes, and community well-being.

Strategic Priority and Transformation Leadership
Provide strategic leadership to ensure delivery of strategic priorities and transformation:
- Champion a culture of accountability, continuous improvement, and high performance across WCHN promoting strategic alignment with organisational priorities.
- Lead an integrated, enterprise‑wide transformation portfolio, ensuring alignment to WCHN strategic priorities, system reform agendas and future care models.

Partnerships and Advocacy
Cultivate and manage relationships with key stakeholders:
- Develop and maintain a robust governance framework for the establishment and maintenance of partnerships that support the strategic goals of WCHN and excellent health outcomes and experience.
- Collaborate with Executive and senior leaders to broker partnerships with healthcare providers, community organisations, advocacy groups, and philanthropic entities to advance WCHN's mission and strategic goals.

Ensure the co-design, implementation, and evaluation of organisational strategies:
- Partner with the CEO and Executive Team, and WCHN Board to translate strategy into a prioritised, sequenced enterprise roadmap, with clear accountabilities and delivery pathways
- Lead the execution of business plans, projects, and change initiatives to ensure strategic outcomes are achieved.

Performance Development

The SA Health workforce contributes to the safety and quality of patient care by adhering to the South Australian Charter of Health Care Rights, understanding the intent of the National Safety and Quality Health Service Standards and participating in quality improvement activities as necessary.
Special Conditions:
- It is mandatory that no person, whether or not already working in SA Health, may be appointed to a position in SA Health unless they have provided a satisfactory current Criminal and Relevant History Screening, as required by the SA Health Criminal and Relevant History Screening Policy Directive.
- For appointment in a Prescribed Position under the Child Safety (Prohibited Persons) Act (2016), a current Working with Children Check (WWCC) is required from the Department for Human Services Screening Unit, and must be renewed every 5 years from the date of issue
- For ‘Risk Assessed Roles’ under the NDIS Worker Screening Rules 2018, the individual’s NDIS Worker Check must be renewed every 5 years from the data of issue (or are required to be compliant with transitional arrangement for South Australia).
- Failure to renew required criminal history screenings prior to nominated expiry will require your absence by way of approved leave until a renewal is obtained.
- A satisfactory National Police Certificate (NPC) assessment is required.
- Appointment is subject to immunisation risk category requirements (see page 1 of the Position Description). There may be ongoing immunisation requirements that must be met.
- As a state-wide service, WCHN employees may be required to undertake work at various locations in metropolitan Adelaide, and provide outreach to other parts of South Australia (the latter in consultation with the incumbent of the role).
- Depending on work requirements the incumbent may be transferred to other locations across SA Health to perform work appropriate to classification, skills and capabilities either on a permanent or temporary basis subject to relevant provisions of the Public Sector Act 2009 for Public Sector employees or the
- SA Health (Health Care Act) Human Resources Manual for Health Care Act employees.
