THE OPPORTUNITY
Health New Zealand | Te Whatu Ora is entering a period of generational transformation under the Pae Ora (Healthy Futures) reforms. This is a rare opportunity to join Te Uru Rauhī – Mental Health and Addictions Service as Director of Nursing at MidCentral.
Reporting operationally to the Group Manager and professionally to the District Chief Nurse, this role sits at the intersection of strategy, culture, quality, and clinical excellence. You will play a critical role in strengthening the nursing voice, influencing system-wide decision making, and leading the delivery of high quality, culturally responsive care across the continuum.
This appointment comes at an important time for the service, with a clear focus on lifting performance, strengthening integration, and enabling services to work cohesively as one system. The Director of Nursing will be instrumental in re-establishing and strengthening relationships with local partners, including NGOs and community providers, ensuring services are responsive, connected, and aligned to the needs of whānau. There is also a strong emphasis on improving inpatient service performance and continuing to evolve contemporary models of care that deliver better outcomes for whaiora and their whānau.
THE ROLE
As Director of Nursing, you will provide senior-level professional and clinical leadership across Mental Health and Addictions Services, with accountability spanning strategic direction, clinical governance, workforce development, and operational performance.
Key priorities include:
- Leading the development and implementation of contemporary models of care, ensuring services are integrated, cohesive and future-focused.
- Strengthening clinical governance, quality and safety frameworks, ensuring excellence in nursing practice and improved consumer outcomes.
- Driving workforce development and capability, including succession planning and growing Māori and Pasifika nursing leadership.
- Bringing services together to operate as one connected system, reducing silos and improving the experience of care.
- Rebuilding and strengthening trusted relationships with NGOs, community providers, iwi and stakeholders across the care continuum.

Te Whatu Ora leads the day-to-day running of the health system across New Zealand, with functions delivered at local, district, regional and national levels. It weaves the functions of the 20 former District Health Boards (DHBs) into its regional divisions and district offices, ensuring continuity of services in the health system. Te Whatu Ora manages all health services, including hospital and specialist services, and primary and community care. Hospital and specialist services are planned nationally so they can be delivered more consistently across the country. Health New Zealand | Te Whatu Ora also manages national contracts.
Primary health, wellbeing and community-based services are planned and then purchased through the four regional divisions of Te Whatu Ora. Each region is located closer to the local community, to develop and implement plans based on local needs to improve the health and wellbeing of communities.
Te Whatu Ora is also responsible for improving services and outcomes across the health system.

Our History
On 1 July 2022, Te Whatu Ora | Health New Zealand was established under the Pae Ora (Healthy Futures) Act 2022. It replaced 20 District Health Boards (DHBs), 8 health agencies, and absorbed some functions from the Ministry of Health.
This change was to strengthen better health outcomes for everyone in New Zealand by ensuring people have access to the right healthcare at the right time no matter where they live.

MidCentral Hospital and Specialist Services Bicultural Model of Care
MidCentral Nursing Role Responsibilities are centred around the Key Accountabilities and the Bicultural Model of Care. He Korowai Oranga, the Māori Health Strategy (2014) articulates three key concepts of Wai Ora, Mauri Ora and Whānau Ora; these three concepts are understood as a means for achieving Pae Ora (Healthy Futures).
These concepts are interconnected and align with the Māori Health Model - Te Whare Tapa Whā. Culturally responsive practice integrates the above elements to reinforce and further strengthen the strategic direction for Māori Health and the advancement of healthcare for all whānau.

Role Specification
Te Aronga o te Tūranga; Role Purpose
The Director of Nursing (DoN) provides leadership for the nursing strategic direction, day to day operations, quality and clinical governance, consumer experience and professional development of staff across Mental Health, Addiction Services.
This role is an integral part of the senior leadership team, contributing to and supporting a programme of transformational change and service integration, working collaboratively across directorates and organisational boundaries to influence the nursing contribution to better outcomes for our population.
Specific additional accountabilities as designated:
- Expert Nursing knowledge and skill through experience
- Provide Expert advice and opinion while making recommendations in managing perceived risks across Mental health nursing services.
- Works with Associate Director of Nursing, Charge Nurses and service leads to implements contemporary Mental Health and addictions models of nursing care
- Create in collaboration with nursing leads a yearly quality plan that ensures specialty specific auditing is completed and area specific quality improvements implemented
- Develops and commissions programmes of related nursing specialty work that deliver on meeting strategic priorities
- Ensure nursing project plans are actively managed, and actions delivered on time, with quality and budget.
- Demonstrates accountability for directing monitoring and evaluating nursing care that is provided by health care professionals across acute mental health services.
- Actively leads internal governance and strategic groups representing and supporting the opinions of the directorate nursing groups.
- In partnership with the leadership team, promotes interdisciplinary practices designed to best meet the needs of patients and whānau while optimising the patient journey.
- Assist with the professional review of incidents and cases where complaints, queries or HDC require feedback. Over sees the implementation of the learning and improvement requirements.
- Participate in external audit as required. Leading the work surrounding hospital certification and corrective actions for nursing in the directorate
- Leads and assists senior nurses to manage complex performance development processes across nursing in the directorate. Provide professional support and guidance to specialty nurses across the directorate.
Leadership
- Develops a culture of reflection and growth across the mental health and addictions nursing workforce in the cluster, ensuring professional growth and appropriate career development opportunities in line with a workforce development plan.
- Contributes to the hospital wide on call roster.

TE HĪRANGA O TE MAHI HAUORA: MANAGEMENT OF NURSING CARE
- Ensures nursing practice standards are consistent with relevant professional frameworks, legislation, and evidence-based practice
- Provides oversight and leadership of the nursing practice environment and senior nursing roles
- Provides support and advice for senior staff and colleagues when coordinating complex and difficult situations
- Maintains oversight of the evaluation processes to monitor the effectiveness of practice, in accordance with established standards/performance indicators
- Promotes strategies that address health disparities and minimise risk
- Integrates culturally responsive resolution practices when supporting whānau Māori
- Reviews consumer feedback and incorporates findings into strategy development

- Develops a culture of high-quality mental health clinical care and professional standards that ensures consumers are treated with respect and individual needs are met
- Leads the implementation of least restrictive practices across the organisation, including related governance groups e.g. restraint approval and advisory group
