THE OPPORTUNITY
HealthOne (2021) Limited Partnership (HealthOne LP) is jointly owned by Pegasus Health and New Zealand Health Ventures, providing the shared electronic health record (HealthOne) and electronic referrals management system (ERMS) that underpin integrated care across much of New Zealand. The organisation is at a strategic inflection point, expanding from a South Island base into the North Island while uplifting its technology architecture, strengthening commercial sustainability and protecting its position as a trusted, social enterprise digital health partner.
THE ROLE
Reporting to the Board via the Chair, the General Manager leads the HealthOne LP business and product suite (currently HealthOne and ERMS), with accountability for strategy, commercial performance, technology and delivery. The role spans national growth (particularly into the North Island), negotiation of sustainable agreements with Health New Zealand and other partners, stewardship of platform stability, privacy and cybersecurity, and leadership of a contracted multidisciplinary team, ensuring high availability, compliant handling of sensitive patient data and continued innovation in HealthOne LP’s solutions.
THE CANDIDATE
You are an experienced senior leader from the health and/or health IT sector, with a strong grasp of the New Zealand health system, digital health environments and multi-stakeholder delivery. You bring proven commercial acumen, comfort engaging with technology and programme teams, and a track record of building trusted relationships with clinicians, system leaders and partners. Personally, you are values-driven, pragmatic and resilient, able to navigate complexity and politics while keeping patients, clinicians and data privacy at the centre of decision-making.

HealthOne

What is HealthOne?
Your health information is collected and shared between the healthcare providers looking after you.
HealthOne is a secure electronic record that allows your healthcare providers to quickly access information such as your test results, allergies, medications, GP summaries and hospital information.
This helps them to make safer, faster, and better-informed decisions about your care.

HealthOne history
The Christchurch earthquake sequences across 2010 and 2011, created the need for an electronic shared care patient file. This was due to so many patient notes being lost, or inaccessible as a result of damage to healthcare facilities.
This made it difficult for patients to get prescriptions filled, and healthcare professionals were faced with treating patients with limited clinical history, reliant on patient recollection of their medications, conditions, allergies and treatment plans.
The answer sounded simple – just join up the records electronically and give access to the person looking after me – so the Canterbury District Health Board (CDHB) commissioned some work to do just that.
It wasn’t as simple as it sounded with some tricky issues such as patient privacy and data security to address, while integrating multiple different Patient Management Systems being used by health care businesses.
In 2012, the vision to provide access to a person’s health information in a person-centric record available at the point of care was achieved as HealthOne was launched in Canterbury, NZ.
By the end of 2017, HealthOne was being used across the entire South Island and is now a crucial tool for health care providers.
Who has access?
Authorised healthcare providers involved in care can see patient medical information. This includes Doctors, Nurses, Pharmacists, and Paramedics.
Nearly all South Island General Practices, Community Pharmacies and Public hospital clinicians have access to HealthOne.
We know healthcare can be received in many other places so our authorised healthcare providers with access to HealthOne also include Private hospitals, Allied healthcare, Emergency healthcare services, Telehealth providers and Aged Residential Care clinicians. This calculates to 918 active community sites and 418k total pages accessed.
Electronic Request Management System (ERMS)
A cornerstone of digital health coordination in Aotearoa New Zealand.
The Electronic Request Management System (ERMS) is a nationally significant digital health platform that enables clinicians to send, receive, triage, and track referrals electronically. Designed in partnership with clinicians to solve real-world workflow challenges, ERMS supports a seamless connection between primary and community care providers and hospital and specialist services, reducing delays, improving visibility, and enhancing patient experience across the referral journey.
Today, ERMS is deeply embedded in the South Island health system and is starting to expand steadily across the North Island. As part of HealthOne (2021) Limited Partnership, ERMS forms a critical pillar of the organisation’s integrated-care ecosystem alongside the shared health record.
The unification of HealthOne and ERMS brought together two major digital health platforms, enabling strengthened governance, product alignment, and a consolidated national growth strategy.

- Over 8.5 million referrals processed since inception, (in the month of October 2025 over 101 thousand referrals processed).

Role Specification
The General Manager of HealthOne (2021) Limited Partnership (HealthOne LP) provides strategic and operational leadership across the HealthOne and ERMS programmes, products, and services. The role is responsible for ensuring HealthOne LP is a high-performing, commercially sustainable organisation that delivers strong value to its customers, partners, and shareholders, while contributing to better health outcomes across New Zealand.
The General Manager leads the development and execution of national growth plans, (particularly expansion into the North Island), through purposeful stakeholder engagement, assessment of future opportunities, and measured persistence in progressing commercial and partnership pathways. The role is accountable for future-proofing HealthOne LP’s technology infrastructure to ensure ongoing platform stability, scalability, security, and alignment with sector expectations.
Key responsibilities include strengthening relationships with existing and potential customers across New Zealand; identifying and pursuing product development or acquisition opportunities; and leveraging synergies across the HealthOne and ERMS portfolio to position the organisation as a national leader in integrated digital health solutions.
The General Manager ensures effective operational performance, disciplined financial management, and delivery of contracted outcomes. They support the Board in strategic planning and provide high-quality, evidence-informed advice to guide organisational direction. As Privacy Officer, the role ensures full compliance with all privacy and legislative requirements and maintains robust data governance practices.
The General Manager also negotiates commercially sustainable agreements with funders, customers, and vendors; oversees the contracted HealthOne and ERMS teams and Programme Managers; and fosters a collaborative, customer-centred “software house” culture across all delivery teams.
Strategic Leadership
- Lead development and execution of HealthOne LP’s strategy.
- Drive national expansion, especially into the North Island.
- Strengthen commercial sustainability and product direction.
- Provide strategic advice and reporting to the Board.
Commercial Growth & Market Development
- Protect and grow the customer base.
- Develop new business opportunities and revenue pathways.
- Engage early adopters, PHOs, iwi/Māori providers, and North Island partners.
- Lead commercial negotiations and sector representation.
Contracting, Vendor Management & Governance
- Negotiate and maintain sustainable commercial agreements.
- Manage vendor SLAs and lifecycle performance.
- Maintain commercial documentation and delegated authorities.
Technology, Security & Data Governance
- Oversee platform stability, performance, and technology roadmaps.
- Act as Privacy Officer and ensure compliance.
- Ensure robust cybersecurity in collaboration with Pegasus CTO.
Operational Leadership
- Lead delivery, programme performance, and organisational operations.
- Manage budgets, resources, and administrative systems.
- Build a customer-centred, high-performance culture.
Health, Safety & Risk
- Meet responsibilities under the Health and Safety at Work Act 2015.
- Identify and mitigate emerging risks across privacy, cybersecurity, and operations.
Any other duties

Qualifications and Technical Skills:
Essential
- Senior leadership experience in health, digital health, or health IT.
- Strong knowledge of the New Zealand health system.

- Tertiary qualification in health management, IT, or equivalent experience.
