THE OPPORTUNITY
This is a rare and impactful opportunity for a senior medical leader to shape the future of early detection services across Queensland. As the State Clinical Director of BreastScreen Queensland, you will lead clinical excellence, champion innovation, and drive strategic initiatives within a statewide, multidisciplinary program committed to improving women’s health outcomes. Working in collaboration with leading clinicians, researchers, and public health experts, you will oversee clinical operations, workforce capability, and the implementation of new models of care. THE ROLE
- To provide clinical leadership in collaboration with a statewide multidisciplinary team in the operational and strategic directions of the BreastScreen Qld program as part of the BSQ State Coordination Unit.
- To contribute breast medicine expertise and advice to key partners and stakeholders in the development and implementation of new and emerging models of care, innovations, screening technologies and alternative screening strategies, and opportunities that improve the way breast cancer screening and assessment services are delivered across the state.
- To represent state interests at relevant national forums, as directed by Department of Health officials.
- To provide clinical oversight and operational management of the BSQ Statewide Coordinated Reading Model (SCRM) and BSQ Expanded Service Delivery Model, including managing screen readers and coordinating the supply of clinical staff across the state.
The successful candidate will need to demonstrate:
- Expertise and leadership in a clinical setting preferably in a population health or women’s health area.
- Possess advanced leadership skills including critical thinking and reasoning, problem-solving, negotiation and high-level communication skills to maintain effective collaborative work relationships with a wide range of partners and stakeholders to ensure effective team functioning, positive patient outcomes and the achievement of departmental and program objectives.
- Knowledge of or an ability to acquire knowledge of the philosophy and future directions of the BreastScreen Australia program and BreastScreen Queensland Program, including policies, regulations, standards and systems/models which impact upon the position.
- Evidence as an approved digital mammographic screen reader within the BreastScreen program or an ability to rapidly obtain skills and training to become an approved screen reader.
- Possess advanced level communication, interpersonal, management and leadership skills and outstanding personal qualities which reflect Queensland Health’s people focussed values.
- Possess governance skills and knowledge, including Chair experience and active contribution to strategic level governance committees.
- Demonstrated ability to lead and promote innovative models and quality improvement activities, participating in continuing professional development activities as directed by the relevant specialist college and supervisor/manager to maintain registration and personal professional improvement.

BreastScreen Queensland is a statewide breast cancer screening service for eligible Queenslanders.
BreastScreen Queensland is a statewide government program providing breast cancer screening and assessment services across Queensland, including regional, remote, and coastal areas.
Since its establishment in 1991, BreastScreen Queensland has delivered over 5.5 million breast screens and detected more than 31,000 cases of breast cancer. The program performs approximately 700 screens each day.
The program has evolved into a network of 11 fixed site screening and assessment services:
- North Brisbane
- South Brisbane
- Gold Coast
- Sunshine Coast
- Ipswich
- Mackay
- Rockhampton
- Cairns
- Toowoomba
- Townsville
- Wide Bay

Additionally, the program has a fleet of 11 mobile screening vans, including one 4-wheel drive van, that travel to rural and remote areas to make breast screening accessible for more women.
The BreastScreen Queensland (BSQ) Program is governed nationally through the BreastScreen Australia Program and Commonwealth Department of Health with the purpose to reduce illness and death from breast cancer by detecting the disease early.



The BSQ Expanded Service Delivery Model is a statewide support function that is funded by the Department of Health and hosted by Metro North Health. Metro North Health provides state-wide clinical leads and state-wide coordination of the Model to build, maintain and grow clinical workforce capacity and capability and support the delivery of high-quality breast cancer screening and assessment services for women across Queensland. The long-term goal of the BSQ Expanded Service Delivery Model is to have an available, capable, and responsive health workforce to sustainably deliver safe high quality breast cancer screening and assessment services throughout Queensland.
The Model includes statewide clinical lead roles in radiology, medical, radiography, sonography, and nursing which support BSQ screening and assessment services delivered and managed by 11 Hospital and Health Services across Queensland.

Role Specification
- To provide clinical leadership in collaboration with a statewide multidisciplinary team in the operational and strategic directions of the BSQ program as part of the BSQ State Coordination Unit (refer to Team Structure).
- To contribute breast medicine expertise and advice to key partners and stakeholders in the development and implementation of new and emerging models of care, innovations, screening technologies and alternative screening strategies, and opportunities that improve the way breast cancer screening and assessment services are delivered across the state.
- To represent state interests at relevant national forums, as directed by Department of Health officials.
- To provide clinical oversight and operational management of the BSQ Statewide Coordinated Reading Model (SCRM) and BSQ Expanded Service Delivery Model, including managing screen readers and coordinating the supply of clinical staff across the state.
This successful applicant will carry out the following key accountabilities in accordance with Metro North Health’s values:
Clinical Practice
- Participate directly or indirectly in the delivery of clinical care through regular performance of clinical duties including clinical breast examinations, interventional procedures and assessment and counselling of women with screen detected abnormalities, acting as a clinical resource and senior medical officer expert.
- In partnership with the BSQ State Radiologist, deliver consistent and continuous training, education and onboarding of screen readers and provide clinical management to all BSQ screen readers by managing reading volumes, availability, leave arrangements, abandoned boards and timely communication.
- Deliver clinical director and medical officer training, education, upskilling and onboarding to support and encourage staff to participate in capability and leadership development initiatives from early career.
- Maintain state-wide Scope of Clinical Practice in the provision of breast medicine, breast assessment and screen reading.
Leadership
- Provide clinical oversight and management of some BSQ statewide support functions, specifically SCRM operations and the Expanded Service Delivery Model to ensure screen reading and relief services are provided in a clinically safe, efficient, consistent, and effective manner in accordance with legislation, standards, policies and procedures.
- Champion innovation in all aspects of the BSQ program and clinical research, leading by example through the areas of clinical excellence, reform, change management and promoting high standards and consistent practices of client-centred care.
- Provide mentoring and support with an emphasis on building, maintaining, and growing the medical and screen reading workforce capacity and capability within the BSQ program.
- Apply and evolve specialised clinical knowledge and practical skills in line with best practice evidence base standards, health advancements and technologies, through a personal commitment to ongoing education, performance and professional development and training of self and others.
- In partnership with the BSQ State Radiologist, lead relevant statewide meetings and processes, including but not limited to, the BSQ interval cancer classification process and review outcomes to determine quality assurance and improvement activities.
- Behave in a manner that is consistent with the core values of Metro North Health and Queensland Health and contribute to the development of a high performing and values-drive culture throughout the BSQ program.
Strategic and Operational Planning
- As part of the BSQ State Coordination Unit, provide expert advice on operational matters and future solutions and opportunities needed to deliver a strong BSQ Program including, priority focus areas and actions established in the BSQ Strategic Plan to 2032 and Queensland Cancer Strategy 2024.
- Explore complementary approaches to workforce and service planning and coordination and other innovative workforce models, including a roving multidisciplinary assessment team, to optimise workforce availability and build a sustainable workforce for the BSQ program.
- Work in collaboration with the BSQ State Radiologist, BSQ State Coordination Unit, BSQ services and Hospital and Health Service partners, to maximise screen reading timeliness and reading capacity through optimal SCRM operations and operational planning that incorporates future screening volumes, assessment capacity and workforce availability.
Communication
- Demonstrate effective communication, both written and verbal, to balance the needs of all stakeholders including the patient, with the utmost of respect to all people, always.
- Develop strong relationships and partnerships with various internal and external stakeholders including Department officials, service providers, education and peak bodies, staff, clinicians, and clients.
- Act as an expert resource in the management and monitoring of feedback and issues relating to patient complaints, clinical incidents, and risk management to drive improvements at a system level.
- Demonstrate critical thinking and reasoning, advanced problem-solving and planning skills, and expert clinical judgement within scope of the position.
- Participate in relevant local, state and national governance forums, sharing learnings and successes across the system.
- Comply with legislation and utilise procedures, policies, regulation, and standards which impact upon the position, including supervisory and management practices are in line with contemporary human resource management requirements and practices, such as workplace health and safety, equality employment opportunity and anti-discrimination policies.

- Appointment to this position requires proof of registration with the Medical Board of Australia. Certified copies of relevant registration must be provided to the appropriate supervisor/manager prior to the commencement of clinical duties.
- A primary medical degree (Bachelor of Medicine/Bachelor of Surgery or equivalent) allowing registration with the Medical Board of Australia is required.
- Fellowship of the Royal Australian College of General Practitioners (FRACGP), the Australian College of Rural and Remote Medicine (FACRRM) or the Australia Society of Breast Physicians (ASBP) or equivalent is highly desirable. Certified copies of relevant qualifications must be provided to the appropriate supervisor/manager prior to the commencement of clinical duties.
- RANZCOG Certificate of Women’s Health and/or experience within the field of women’s health is highly desirable.

- The position will hold a HR delegation in line with a financial delegation.
- This role reports directly to the Executive Director, Cancer Care Services, Royal Brisbane and Women’s Hospital.
- This role has a professional reporting line to the Chief Medical Officer and Director of Medical Services, Royal Brisbane and Women’s Hospital.
- The State Clinical Director is expected to work closely with the Queensland Public Health and Scientific Services Division including the BSQ State Coordination Unit and Executive Director, Strategy and Coordination Branch, the BSQ State Radiologist and other statewide clinical lead roles under the BSQ Expanded Service Delivery Model, and service delivery partners including individual BSQ services and Hospital and Health Services.
- The role will be required to work at and travel to other BSQ services across the state.
- The position has dedicated part-time administration support.
The total remuneration package range (excluding super) is from $372,322 to $386,591 per annum (L24-L25), or from $326,448 to $364,489 per annum (L18-L23) full time equivalent.

Conditions:
- The successful applicant must have Scope of Clinical Practice (SoCP) required for the role awarded by a Metro North Health Medical Credentialing and SoCP committee. Information presented for application will be presented to the committee during the selection process, and all appointments are subject to maintenance of SoCP within the CSCF for the facilities in which clinical work is to be undertaken. This role also requires Statewide Scope of Clinical Practice in Breast Medicine for the delivery of Breast Assessment services. This process must be completed prior to commencement.
- This position requires the incumbent to operate a class C motor vehicle and an appropriate license endorsement to operate this vehicle is required. Proof of this endorsement must be provided prior to the commencement of duty.
- Travel across the state will be a requirement of this position by motor vehicle, commercial aircraft or Queensland Rail.
- This position may be required to undertake work in an extended span of ordinary hours to meet state-wide needs.
