THE OPPORTUNITY
West Moreton Health (WMH) is a leading healthcare provider, delivering essential services to one of Queensland's fastest growing and most diverse regions. Spanning Ipswich, Somerset, Scenic Rim, and Lockyer Valley, WMH operates hospitals, community cents, and specialised programs, supporting over 350,000 people. As Director Financial Performance, you will ensure financial sustainability by driving strategic initiatives, optimising resources, and strengthening partnerships to deliver high-quality, efficient, and accessible healthcare.
THE ROLE
Reporting to the Chief Finance Officer, the Director Financial Performance leads a team of approximately 35 staff across five teams and holds accountability for financial modelling, forecasting, performance monitoring, and revenue management. A key focus will be on building strong partnerships with clinical and operational leaders to align financial performance with service delivery goals. This includes negotiating the annual Service Agreement, managing state budget submissions, and lifting financial acumen across clinical teams to embed financial accountability. With oversight of a $1.1B health service budget and a direct budget of $4.3M, you will enhance financial governance, provide expert advice, and drive efficiency improvements through collaboration and data-driven insights.

The ideal candidate will demonstrate advanced expertise in financial performance management, business partnering, and stakeholder engagement within complex, service-based organisations. With proven experience lifting financial literacy across clinical teams, you will influence and inspire leaders to adopt a performance-focused culture. Exceptional communication, negotiation, and problem-solving skills will enable you to navigate competing priorities while delivering financial excellence. CPA/ICAA membership (or progression toward) is essential, alongside a track record of driving efficiencies, managing change, and aligning financial outcomes with organisational strategy.

Role Specification
The Director Financial Performance provides direction and expert advice in the delivery of management accounting in a complex environment, being a Hospital and Health Service. The role’s key areas of focus are Service Agreement negotiation and monitoring, budget, forecasting, performance, and revenue. The role will assist the Executive in ensuring health care is delivered in the most efficient, effective and economical manner.
- Provide expert direction and advice to the Chief Executive and Chief Finance Officer in the development of the annual Service Agreement and manage the Service Agreement amendment process.
- Provide expert direction and advice in the delivery of the State Budget Papers for West Moreton Health (WMH). This includes the maintenance of the budget related modules of the Whole of Government reporting and budget system (Tridata).
- Provide expert direction and advice in the development of the WMH divisional budgets.
- Responsible for the development of the WMH forecasting model.
- Provide expert advice and direction in the monitoring of performance in WMH in relation to financial performance, cost drivers and activity. This includes analysis of WMH’s position in relation to national benchmarks and data sets.
- In conjunction with service delivery areas develop, implement, and monitor strategies to deliver efficiency gains.
- Provide expert advice and direction in the management and development of revenue within WMH.
- Provide expert advice and direction in relation to key costing systems.
- Actively contribute to maintaining a safe workplace that values the health and safety of co-workers, clients and visitors.
- Actively contribute to developing and maintaining a culture where staff are vigilant to risks to themselves, their co-workers, clients and visitors (including health and safety, business and operational risks).
- Actively participate in the Health Service 1:1 conversation process.
Mandatory: Membership to CPA/ICAA or similar qualification or working toward same. A certified copy of membership must be provided prior to the commencement of duties, or evidence of current studies.
Your success in this role will be assessed on your ability to demonstrate the following key capabilities, knowledge and experience. Within the context of the responsibilities described above under ‘2. Key Responsibilities’, the ideal person for this role will be someone who can demonstrate the following:
- 1.Expertise in Financial Performance Management and Forecasting
- Demonstrated advanced ability to develop and manage financial models, budgets, and performance targets in a complex, service-based environment.
- Experience delivering expert advice on financial performance, cost drivers, and revenue management to align financial outcomes with strategic goals.
- 2.Service Agreement Negotiation and Budget Oversight
- Proven capability to lead Service Agreement negotiations and amendments, manage divisional budgets, and contribute to State Budget Paper submissions.
- Strong track record of ensuring efficient, effective, and economical delivery of services within large-scale budgets.
- 3.Strategic Leadership and Team Management
- Minimum of 5 years’ experience in directing high-performing teams, with the ability to inspire, develop, and manage staff across diverse financial teams.
- Demonstrated ability to foster collaboration across clinical and operational leaders to achieve financial accountability and performance.
- 4.Communication, Stakeholder Engagement, and Business Partnering
- Exceptional communication and negotiation skills, including the ability to influence and partner with senior executives, clinical leaders, and external stakeholders to embed financial acumen and drive efficiency gains.
- 5.Qualifications and Technical Knowledge
- CPA/ICAA membership (or working towards completion) is mandatory, along with advanced knowledge of management accounting and financial governance.
- Experience in aligning financial systems and strategies with organisational objectives is critical.
- This role reports operationally to and professionally to the Chief Finance Officer.
- This role has direct supervision of three FTE and indirect supervision of approximately 35 FTE across five separate teams.
- This role has direct budget responsibilities of $4.3 Million and responsibilities to monitor and provide advice on the HHS budget of approximately $1.1 billion.

- This position may be required to work across the various facilities throughout West Moreton Health.
