THE OPPORTUNITY
Comcare Trust is looking for a Director of Performance, Risk, and Assurance to provide leadership in the area of risk, strategic and annual planning, organisational performance and assurance, and continuous quality improvement. They are looking for a suitably qualified experienced strategy, assurance and risk expert who also has some understanding of the health or social service sector.

Based in Waitaha (Canterbury) and Ōtepoti (Dunedin), Comcare provides support to people experiencing mental health and addiction needs and housing challenges.
THE ROLE
Reporting to the Chief Executive (CE) and serving on the Executive Leadership Team (ELT), the Director of Performance, Risk and Assurance will be accountable for leading Comcare in areas such as strategy development, organisational performance, risk identification and management and providing assurance solutions. The function will develop implement and embed a performance improvement culture and provide oversight of key performance indicators across Comcare.
THE IDEAL CANDIDATE
As the ideal candidate, you bring over ten years of experience in risk management, assurance, performance evaluation, and reporting. You are an effective communicator and skilled at collaborating with both internal and external stakeholders to translate data and insights that drive continuous innovation and improvement. Working closely with other members of the Executive Leadership Team, you will play a key role in leading strategic and annual planning efforts while operating at the forefront of quality assurance and performance management frameworks.

Comcare is a New Zealand registered Charitable Trust whose purpose is to assist people who experience mental health and addiction needs and housing challenges to live well.
Established in 1987, the early emphasis was on assisting people who had experienced long stays in mental institutions to integrate into local communities. Since that time, the Trust has evolved and broadened its services to remain at the cutting edge of modern mental health practice. The Trust provides a rich and diverse range of Social Housing and Mental Health Support Services to the local community and freely offers advice, guidance, and collaboration nationally.

Role Specification
Reporting to the Chief Executive and as a member of the Executive Leadership Team (ELT), the Director of Performance, Risk and Assurance will be accountable for leading Comcare in areas such as risk identification and management; providing assurance solutions in response to issues arising and for business as usual; and providing oversight of key performance indicators across Comcare.
The role will provide leadership and advice on risk and assurance for the Board, ELT, and all teams at Comcare. The role will be accountable for continuously developing and improving Comcare’s performance and reporting framework (through the establishment of performance metrics/indicators) risk and assurance framework (to ensure continuous improvement programmes) and policy framework (to ensure compliance) as well as lead the annual business planning process. The role will be accountable for leading Data and Insights for Comcare to ensure that it delivers on performance objectives and to provide insights to support the quality-of-service delivery and service innovation and development decisions.
High-level accountabilities include:
- Facilitating and supporting the organisation strategic and annual planning process in conjunction with the Board, CE, and ELT.
- Developing, integrating, and improving Comcare’s performance and reporting framework through performance metrics.
- Reviewing and developing an integrated quality management system to ensure quality and continuous improvement programmes of work are delivered and reported within Comcare and Service Delivery teams.
- Ensuring that Comcare delivers on its objectives and provides good support across the organization so that Comcare gains insights from the data to improve current performance and inform service development and innovation.
- Ensuring there are risk and assurance management frameworks to identify, monitor and manage compliance. This includes developing and overseeing Comcare’s internal and external audit program cycle, to deliver quality outcomes, manage risk, provide assurance, and enable a continuous improvement culture.
- Assuring the CE, ELT, and Board about the design and effectiveness of risk and assurance management, and internal controls, based on independence and objectivity.

The incumbent must have:
- A relevant qualification in commerce and business management.
- At least 10 years’ experience in Risk, Assurance, Performance, and Reporting (or equivalent) from an internal audit or compliance background.
Desirable:
Postgraduate management qualification.
- 1.Strategic Planning and Leadership - proven experience in facilitating strategic and annual planning to set organizational goals, policies, and strategies, with strong communication for implementation.
- 2.Extensive experience as part of an Executive Leadership Team - contributing to business planning and decision-making with risk-adjusted financial analysis.
- 3.Performance and Reporting Management - expertise in developing and implementing performance frameworks and business planning in complex organizations, with knowledge of performance management, data processing, and implementation techniques.
- 4.Organizational Assurance and Improvement - skilled in managing assurance processes that drive improvements, ensuring timely, accurate information for transparent decision-making and business outcomes.
- 5.Stakeholder and Relationship Management - strong track record in fostering collaborative relationships, offering strategic advice, and enhancing stakeholder satisfaction.
- 6.Project Governance and Risk Management - expertise in project governance and risk management, integrating complex projects while mitigating financial risks.
- 7.Commitment to Cultural Competency - a strong commitment to the Treaty of Waitangi, building relationships, and promoting cultural competencies.
