THE OPPORTUNITY
At Northern NSW Local Health District (NNSWLHD), we are dedicated to becoming Australia’s leading regional health district. Lismore Base Hospital serves as a key regional referral hospital, providing a comprehensive range of health services, including a state-of-the-art Operating Theatre Suite, Intensive Care/Cardiac Care Unit, Women’s and Paediatric Care Units, Emergency Department, and more. We are seeking a Director of Medical Services (DMS) to play a pivotal role in our clinical leadership team. This is an exceptional opportunity for a visionary leader to drive innovation and implement best practices in medical administration across our district. You will collaborate with multidisciplinary partners to foster success and transform healthcare delivery.
KEY RESPONSIBILITIES
- Ensure the safe, effective, and efficient delivery of medical services in line with NNSWLHD standards.
- Lead and support the medical workforce at Lismore Base Hospital, focusing on continuous quality improvement and best clinical practices.
- Oversee clinical governance, risk management, morbidity and mortality reviews, and adherence to NSQHS Standards and HETI guidelines.
We are looking for a candidate who:
- Has extensive experience as a DMS with a proven track record in enhancing healthcare and leading transformational change within large, complex organisations.
- Promotes a values-based, culturally safe, and person-centred healthcare service while driving strategic innovation and practical solutions.

NNSWLHD provides a diverse range of public healthcare to over 300,000 residents across the district through 12 hospitals and multi-purpose services, 21 community health centres and other facilities.
NNSWLHD covers a large area in north-eastern NSW extending from Tweed Heads in the north to Tabulam and Urbenville in the west and to Nymboida and Grafton in the south, an area of 20,732 square kilometres.
In 2011 the estimated population within NNSWLHD was 288,241 and is projected to increase by an estimated 16.3% by 2031.The population of persons aged 65 years and older is expected to increase by approximately 71% in the same period.
People of Aboriginal and Torres Strait Islander heritage make up 5.2 per cent of the population in Northern NSW compared to 3.4 per cent for all NSW*.
The District delivers a broad range of health services in state-of-the-art facilities, with access to general and specialist services. Staff are connected to best-practice medical care throughout Australia thanks to a growing network of training opportunities and relationships with local and metropolitan tertiary education providers.
NNSWLHD is undertaking major capital projects at several facilities, which will support staff and clinicians in providing excellent care to the District’s communities well into the future. Continued developments in Information Communication Technologies and Integrated Care have also resulted in improved patient outcomes and hospital services.

Role Specification
The primary objective of the Director Medical Services is to ensure the safe, effective and efficient delivery of the range of Medical Services as negotiated with the Northern NSW Local Health District (NNSWLHD).
The Director Medical Services will drive innovation and implement best practices in medical administration across our district. You will collaborate with multidisciplinary partners to foster success and transform healthcare delivery.
- Implement, monitor and evaluate medical service activities directed toward continuous quality improvement and best clinical practice including but not limited to: Clinical Governance and Clinical Risk Management; Morbidity and Mortality Review; Sentinel Incident Review; collection, review and action on Hospital-wide and specific clinical indicators; NSQHS Standards and HETI.
- Coordinate, monitor and evaluate the delivery of medical services at both strategic and operational levels for the Service. Provide oversight of Activity Based funding model for Medical Workforce to ensure budget requirements are met.
- Actively participate and contribute to the development and implementation of action plans to achieve key performance indicators (KPIs) and other NSW Health and Commonwealth initiatives. These include but are not limited to expenditure and revenue targets, waiting list and access indicators, hospital activity targets, case mix targets, elective performance targets, elective surgery targets and safety and quality initiatives.
- Provide Human Resource management through implementing and overseeing efficient human resource processes and systems for induction, staff support, rosters, leave cover, authorisation of sessional/fee for service payments, annual/conference leave entitlements and database management as well as recruitment of Senior Medical Staff.
- Ensure all the administrative matters associated with the appointment procedures of Visiting Medical Officers, Staff Specialists and Junior Medical Staff are in accordance with appropriate industrial awards, agreements and the By- Laws of the Northern NSW Local Health District. This will include the credentialing, appointment and individual performance management of all Medical Staff and Visiting Medical Officers.

Risk Management
All employees are expected to notify into the incident management system any incidents and patient complaints which occur in your own area (both clinical and corporate incidents).

- Champion a risk management culture in your area of responsibility, embedding risk management into governance committees, planning and performance activities, financial and workforce management, operational service delivery, project management, corporate service and other support functions
- Update the NNSWLHD Risk Register (Enterprise Risk Management System), escalating risks to your manager which are beyond your capacity or authority to manage
Responsibilities under WHS - Supervisor
As a leader you are expected to support the organisation to achieve the aims of the safety management system, to establish and maintain a positive health and safety culture in the workplace and to consult with workers and others when making decisions that may impact upon the health, safety and welfare of those in the workplace.
- 1.Eligible for registration with the Medical Board of Australia as a Specialist Medical Administrator, and/or overseas trained specialist pathways, or working towards such eligibility, or relevant qualifications and experience as a medical practitioner.
- 2.Demonstrated leadership experience and achievement as a Senior Manager in a Health Service, including strategic planning, medical workforce planning and management, and change management.
- 3.Demonstrated capability to effectively manage medical administration departments within similar health care organisation.
- 4.Demonstrated commitment to the principles and practices of clinical governance and clinical risk management and demonstrated capacity to implement and maintain continuous quality improvement management strategies.
- 5.Sound understanding of contemporary Health Service issues and the proven ability to prioritise and effectively manage resources to address these issues.
- 6.Demonstrated effective communication, negotiation, consultative and interpersonal skills, incorporating the ability to liaise and consult with all levels of the health industry, the community and various professional groups.
- 7.Valid unrestricted drivers licence for use in NSW/Australia and willingness to travel in the course of employment.
- 8.Ability to participate in Executive on call roster.
Classification: Medical Director
The total remuneration package range is inclusive of:
- Base salary: $
- Super: 11.5% paid on salary
- Allowances: Managerial allowance
Additional benefits:
- 5 weeks paid annual leave and 17.5% leave loading.
- 25 calendar days for Training Education and Study Leave.
