Nepean Blue Mountains Local Health District (LHD) looks after the health and wellbeing of more than 384,000 people living in rural, regional and concentrated suburban areas across the Penrith, Hawkesbury, Blue Mountains and Lithgow local government areas – almost 9,179 km2. The LHD provides a wide range of health services to people of all ages, from before birth, throughout child development to chronic and complex conditions, and palliative care. Darug, Gundungurra and Wiradjuri peoples are the traditional custodians of the land and we are proud to work in partnership with Aboriginal communities across the region.
The Board are now seeking a Chief Executive to provide pivotal and strategic leadership, direction and management of the LHD. Working with the Board, the Chief Executive is responsible for sound governance to ensure that the LHD fulfils its statutory operating and requirements and meets its obligations to deliver agreed services within budget and meeting performance standards and strategic objectives.

Role Specification
The Chief Executive (CE) provides pivotal and strategic leadership, direction and management of the Local Health District (LHD) and with the Board, is responsible for the sound governance to ensure that the LHD fulfils its statutory operating and reporting requirements and meets its obligations to deliver agreed services within an agreed budget and which meet specified performance standards and strategic objectives.
- Provide effective leadership and management of the LHD to ensure the effective performance of its statutory functions, systems are in place to comply with WHS and other statutory obligations, and that the LHD has the capacity, structure and practices to enable it to: o provide safe quality healthcare:
- operate within its allocated budget
- meet Ministry of Health creditor and other financial KPIs
- provide timely and accurate reporting to the Ministry on current financial status and workforce data
- provide timely, accurate annual reporting and preparation of financial statements and high quality electronic financial data for submission to the Audit Office
- Oversee the implementation of effective clinical and corporate governance frameworks, ensuring the Board receives sufficient timely and accurate information to enable it to discharge its role in the governance of the LHD, and that clinical governance systems are in place to ensure that the services of the LHD’s facilities meet the National Safety and Quality Health Service Standards and continually improve patient outcomes
- Lead the negotiation of the LHD Service Agreement with the NSW Government, implement the agreement and other NSW Government priority policies and programs, report on performance against the agreed performance monitoring measures in the Service Agreement, and ensure that the Board is fully consulted and briefed
- Lead the establishment and maintenance of effective systems endorsed by the Board to ensure that the LHD’s resources are applied equitably to meet the needs of the community and that community and clinicians’ views are considered in decision making within the LHD
- Direct the development of a strategic/clinical services plan for the LHD and an operational plan to guide the delivery of services on an equitable and balanced basis
- Effectively lead and manage the LHD to achieve a range of workforce, financial, quality and accountability aims and standards; and lead the development of workforce, financial and business plans, strategies and budgets to ensure accountability and efficient provision of health services and the long term operational and financial viability of the LHD
- Lead the development and strengthening of clinical linkages within the LHD, and between LHDs, to ensure resources are used on an effective and equitable basis for the benefit of the people of NSW; and develop structures to ensure greater involvement by local communities and clinicians in planning health service delivery needs
- Effectively contribute to the delivery of health services across the State by working with other LHDs and the Ministry of Health in planning streamlined administrative structures across the State to deliver additional resources for direct patient care; to support and contribute to broader regional and Statewide clinical service networks; and develop and maintain linkages with health organisations and administrative entities of the NSW public health system
Tertiary qualification in a relevant discipline or equivalent relevant experience.

- Demonstrated knowledge of the health sector, in particular administration of the public health system.
The Chief Executive is accountable to the Board for giving effect to the annual LHD Service Agreement, effective planning for the LHD, maintaining effective clinical governance processes and systems within the LHD, meeting the LHD’s public reporting requirements, providing effective consultative mechanisms in relation to LHD activities and decisions, disseminating information and responding to inquiries about LHD activities and issues of public interest or importance.
The Chief Executive is accountable to the Minister and Secretary, for the CE’s role, with the Board, in the governance of the LHD and for ensuring an effective contribution by the LHD to the NSW public health system.
As a member of the NSW Health Executive Service in the service of the Crown, the Chief Executive is accountable to the Secretary for the proper exercise of functions delegated by the Secretary including the effective management of employees of the NSW Health Service and the provision of safe, fair and mutually respectful workplaces within the LHD.
- Leading in a highly demanding and complex environment with front-line exposure to a multiplicity of stakeholders and vested interests, including operating under the close scrutiny of public and media groups, politicians, representatives of health workers and other lobby groups
- Ensuring the health service plan for the local population is implemented appropriately, so that residents are able to access appropriate treatment when needed and as close as possible to where they live, in the face of significant national and international workforce supply issues within the health sector
- Operating within budget, while at the same time meeting the growth in demand for health services and being responsive to the changing needs and priorities of the community
- Strong potential to develop and maximise local coordination of hospital and health services
Annual Budget: $1.1 Billion
Staffing: 16 Direct Reports
Remuneration: $370,309 to $418,514 per annum (SOORT 2023).

Nepean Blue Mountains Local Health District (NBMLHD) provides health care to over 384,000 residents across Penrith, Hawkesbury, Blue Mountains and Lithgow local government areas. With more than 7,500 staff, we are responsible for the health and wellbeing of people living in rural, remote, and suburban areas covering almost 9,179 km2.
Nepean Blue Mountains Local Health District (LHD) operates a variety of health care services across multiple locations, including our 5 hospitals, 10 community health centres, over 80 outpatient clinics, and various other facilities in the community.

NEPEAN HOSPITAL
NEPEAN HOSPITAL is at the base of the Blue Mountains in Kingswood, near Penrith, between the Great Western Highway, Somerset Street, Parker Street and Derby Street.
NEPEAN HOSPITAL is the main teaching hospital for Nepean Blue Mountains Local Health District. With over 580 beds the over $1B Nepean Hospital redevelopment will see Stage 2 completed in early 2026. It is a teaching hospital of the University of Sydney and providing tertiary level care for patients throughout the NBMLHD district and beyond and secondary level care for patients predominantly of the Penrith Local Government Area. Nepean provides emergency, intensive care and neonatal intensive care, surgery, maternity and paediatric, aged care and rehabilitation services..
Blue Mountains District ANZAC Memorial Hospital
Blue Mountains District ANZAC Memorial Hospital (Blue Mountains Hospital) is located between Leura and Katoomba. It is an acute hospital with 24-hour emergency and a range of inpatient and outpatient services, including low to moderate-risk surgery. Blue Mountains Hospital has approximately 115 beds and has recently completed a clinical services plan to identify the future needs of the Blue Mountains community.
The hospital has been proudly serving the local community since the 1920s. It is the only remaining Anzac Memorial hospital in NSW.
The community is active in supporting and raising funds for the hospital.
Lithgow Hospital
Lithgow Hospital has a 24-hour emergency department and 46 inpatient beds. It provides a range of allied health, medical, surgical and other health care services.
Springwood Hospital
Springwood Hospital has 27 beds and Inpatient care is provided by specialists and GPs.
No pathology or medical imaging is done on site. Blood collected from patients is couriered to Nepean Hospital or a private pathology service when required.
Patients may be transferred from other Nepean Blue Mountains facilities to be cared for while waiting for a nursing home place.
Springwood Hospital was opened in 1976 as a community-based hospital. The community remains very active in supporting and raising funds for the hospital.
Hawkesbury Hospital
Hawkesbury Hospital is a 125-bed facility with a 24-hour emergency department. It provides medical, surgical, diagnostic, maternity, neonatal, paediatric, palliative, intensive and coronary care services. Hawkesbury District Hospital has returned to NSW Health in July 2024 and after a 25 year contract with St John of God Healthcare and Catholic Healthcare.
Portland / Tabulam Multi-Purpose Services
Portland Tabulam Multi-Purpose Service provides residential aged care, sub acute care beds, general medicine, community health services and a range of visiting allied health services from Lithgow Health Service. This small facility includes a 22-bed residential aged care facility.
Drug & Alcohol
Inpatient and community treatment options for substance use and misuse for individuals, families/carers and community organisations within the District are provided from Nepean campus and the Blue Mountains and Lithgow.
Primary Care & Community Health
PCCH provides a range of services from acute to chronic to people of all ages across the District through prevention and early detection to assessment, treatment and continuing care.
Mental Health
A full range of inpatient and community Mental Health services are provided in the district for people aged from childhood to specialty Older Persons Mental Health. A new Child and Adolescent inpatient unit is currently in construction.
Oral Health
General, acute and emergency dental services for adults and children are delivered through 4 sites across the District. The Nepean Centre for Oral Health is the third largest Oral Health facility in NSW with 48 chairs. The Centre is a teaching facility for the University of Sydney. Other clinics are located on the Hawkesbury, Lithgow and Blue Mountains sites.
